AVS permits, Changi clearance, Malaysia border crossings. We handle every step for Singapore imports, exports, and Malaysia relocations.
Why Pet Relocation in Singapore Goes Wrong
Most problems start the same way: unclear steps, mixed advice, and pricing that does not explain what is being handled. A clear sequence matters more than rushing.
"I have just had a terrible experience with my pet relocation agent. They gave incorrect information, lost my cat's serum extract — and didn't even tell me. I found out only after following up myself."
"I leave next Tuesday. I'm worried that if the documents aren't ready by Monday I won't be able to bring my ESA. I paid US$300 for the health cert and was almost refused boarding."
"I found some pet relocation companies doing direct transfers from US to SG quoted at $6–8k USD. But $20k is pretty insane. Nobody can explain what's actually in these quotes."
"I have a Boston Terrier and plan to move to Singapore from the US — I can't find a single airline that will take a brachycephalic dog in cabin OR cargo. Any advice?"
The Singapore Pet Relocation Process
The core steps, mapped early, before timing mistakes become expensive.
ISO chip before any vaccination
Start hereAfter microchip only
Week 0AVS approved labs only
4+ weeks after vaccinationStarts after titre test. Cannot be shortened

Before health certWe handle this for you
Final stepStep 3 is where many avoidable delays begin
If the rabies titre test is done through a lab AVS does not accept for your route, the result may not be usable. We verify your lab before you test, so no results go to waste.
This is the planning framework behind every service we run: SG to Malaysia, Singapore import, and airport export.

Real cases, real outcomes
A cross-section of routes and challenges we navigate for families moving pets to and from Singapore.

Pet
Mixed breed, 5.8 kg
Challenge
Owner needed the dog to fly in-cabin but was unsure which carrier model met Jetstar's exact underseat dimensions. AVS export permit timing was also unclear.
Outcome
Confirmed a compliant carrier model and sequenced the AVS export permit against the departure date. Cleared without issue.

Pet
Shih Tzu, 4.2 kg
Challenge
Singapore's import requirements (AVS permit, ISO microchip check, and rabies titre test) had to be completed in a specific sequence within tight timelines before the flight.
Outcome
Mapped the full compliance sequence week by week. All documents cleared before departure. Dog arrived in Singapore with no quarantine hold.

Pet
Domestic Shorthair cat, 3 years
Challenge
Owner was moving to JB and unsure of the DVS permit lead time, AVS health cert validity window, and what to expect at the Johor Bahru customs inspection for cats.
Outcome
Coordinated the AVS health cert, Singapore export licence, and DVS import permit ahead of the crossing date. Cat cleared JB customs without delays.

Pet
French Bulldog
Challenge
French Bulldogs are brachycephalic. Most airlines refuse them outright or require a vet snout assessment. Owner had already been rejected by two carriers.
Outcome
Identified an ANA routing that accepts brachycephalic breeds with documentation. Pre-checked measurements against carrier criteria before booking. Departed Changi on schedule.
Singapore Pet Relocation FAQs
Pawsport is not a direct AVS licence holder. For our Singapore to Malaysia land route, CAPQ airport clearance is not required, so this does not affect your move. Where AVS-recognised handling is needed, we work with our AVS-recognised partner, who manages those regulated steps. You get licensed execution with full transparency from start to finish.
For Singapore-side regulated clearance, we work with an AVS-recognised partner who handles the export health certificate and export licence. The Malaysia DVS import permit is handled by our licensed Malaysia partner. We manage your timeline, transport, and communication. One point of contact for your entire move.
Most AVS agents handle the regulated clearance steps and leave you to sort vets, timing, transport, and border logistics yourself. We handle all of it, working with our licensed partners for the regulated elements. Fixed price from day one: AVS health cert, export licence, DVS permit, and JB land transport. Nothing extra.
Yes. Since 1 April 2026, CAPQ clearance for Singapore pet import and export must go through AVS-recognised agent support. Pet owners can still prepare much of the move themselves, but the Singapore-side clearance step needs recognised handling.
Singapore AVS groups origin countries into three import schedules. Schedule I is the simplest path. Schedule II usually requires rabies vaccination and a titre test. Schedule III is the most demanding and can include quarantine. Your schedule affects both timing and total cost, which is why we flag it early in the checklist.
Approved rabies titre test labs depend on the origin country. The important part is not guessing. We help owners confirm whether the lab for their route is acceptable before they commit time and money to the test.
You will usually need an AVS export permit, a health certificate issued close to travel, and compliance with your destination country's import rules. The Singapore-side steps are manageable when the route is mapped clearly, especially if your destination has stricter entry rules.
A rejected arrival can trigger re-export, holding costs, and a costly restart. That is why we focus on getting the Singapore-side requirements and timeline clear before travel, not after.
Possibly, but brachycephalic breeds are among the hardest cases because airline restrictions are often tighter than the import rules. The route usually depends on breed, airline policy, and whether cabin, cargo, or a specialist option is available.
You can often manage parts of the move yourself if you start early and stay organised. Most owners look for help when the Singapore-side permit, CAPQ, paperwork, or arrival logistics become too time-sensitive or unclear. Submit an enquiry and we can help you figure out the right level of support for your route and timeline.
Digital documents may be acceptable for some submission steps, but original documents are still important for parts of the arrival process. Health certificates also have a narrow validity window, so timing matters as much as the document format.
Custom Clearance starts at SGD $550 and covers the Singapore-side clearance and transport portion of your import move. It is the right fit when you are comfortable managing flights, vet work, and the rest of the route yourself.
Custom Clearance is for owners who mainly need Singapore-side clearance and transport support. The Singapore Import Package includes that foundation and adds more hands-on help with permits, paperwork, checks, and coordination. Both services focus on the Singapore side of the move.
Yes. If you begin with Custom Clearance and later decide you want broader paperwork and coordination support, we can advise whether an upgrade to the Singapore Import Package still fits your timeline.
