What Singapore requires to import your pet

Every step below has a hard deadline. Missing one can delay your pet's arrival by weeks or longer.

ISO microchip

A 15-digit ISO-compliant microchip must be implanted before any vaccinations are given. This is the first step, and everything else is linked to the chip.

Rabies vaccination

Required for pets from most countries (AVS Schedule II and III). Pets from Schedule I countries (Australia, New Zealand, UK and Ireland) are exempt. Vaccination must follow manufacturer guidelines and be current at the time of import.

Rabies titre test (if required)

Dogs and cats from Schedule II and III countries (including Malaysia) require a rabies antibody titre test. Blood must be drawn at least 28 days after vaccination and at least 90 days before export. Testing must be done at a WOAH reference laboratory or an approved lab in a Schedule I or II country.

AVS import permit

Singapore law requires an import permit to be filed with AVS before your pet travels. Only a licensed CAPQ agent can apply on your behalf. This is our core service.

Health certificate

An accredited vet in your origin country must issue a health certificate within the approved window before travel. AVS requires this to be issued between 2 and 7 days before export. Timing is strict.

CAPQ clearance at Changi

All imported pets clear through CAPQ at SATS Coolport on arrival. We coordinate your collection slot and ensure everything is ready when your pet lands.

Quarantine (if applicable)

Schedule I pets: no quarantine. Schedule II pets (e.g. from USA, Japan, Germany): 10-day home quarantine if owned less than 6 months. Schedule III pets (e.g. from Malaysia): mandatory 30-day quarantine at the Animal Quarantine Centre (AQC), which must be pre-booked.

Common questions about importing pets to Singapore

What is CAPQ and why do I need a licensed agent?

CAPQ (Changi Animal & Plant Quarantine) is the facility at Changi Airport where all imported pets are cleared on arrival. Singapore law requires the import permit to be filed by a licensed agent; you cannot apply directly. The CAPQ clearance slot must also be booked at least 5 days before your pet arrives. Pawsport Express handles both.

How long does the Singapore pet import process take?

It depends on where your pet is coming from. Pets from Schedule I countries (Australia, UK, NZ, Ireland) can typically be ready in 4–8 weeks. Pets from Schedule II countries (USA, Japan, Germany) need a titre test, so allow 3–5 months minimum. Pets from Malaysia and other Schedule III countries require a titre test plus a mandatory 30-day quarantine on arrival, so allow at least 4–6 months from start to collection.
