Schedule I vs Schedule II: which one is your pet?

AVS groups origin countries by risk category. Your pet's schedule decides whether a titre test or quarantine applies.

Schedule I

The simplest path

Australia, New Zealand, Ireland, United Kingdom

No rabies titre test required

No quarantine, home or facility

Rabies vaccination not required

Typically ready in 4–8 weeks

Schedule II

Quarantine usually waived

Austria, Belgium, Bermuda, Canada, Cayman Islands, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong, Iceland, Italy, Japan, Jersey, Latvia, Liechtenstein, Luxembourg, Malta, New Caledonia, Norway, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland, Netherlands, United States

Rabies vaccination and titre test required

Quarantine not expected if documents and timing are in order

10-day home quarantine only if you’ve owned your pet under 6 months

Typically ready in 3–5 months (titre test wait time)

Not on either list? Your pet falls under Schedule III (this includes Malaysia), which has stricter requirements including mandatory quarantine. See our general Singapore pet import page for Schedule III routes.

What Schedule I and Schedule II pets still need

No quarantine doesn't mean no paperwork. Every step below still has a hard deadline.

01

ISO microchip

A 15-digit ISO-compliant microchip must be implanted before any vaccinations are given. This is the first step, and every document that follows is linked to the chip number.

02

Rabies vaccination (Schedule II only)

Schedule I pets (Australia, New Zealand, UK, Ireland) are exempt. Schedule II pets need a current rabies vaccination before the titre test blood draw.

03

Rabies titre test (Schedule II only)

Blood must be drawn at least 28 days after vaccination, at a WOAH reference lab or an approved lab in a Schedule I or II country. This test is what usually waives quarantine for Schedule II pets.

04

AVS import permit

Required for every pet entering Singapore regardless of schedule. Only a licensed CAPQ agent can apply on your behalf. This is our core service.

05

Health certificate

An accredited vet in your origin country issues this within the approved window before travel, typically 2–7 days before export. Timing is strict.

06

CAPQ clearance at Changi

All imported pets, Schedule I and II included, clear through CAPQ at SATS Coolport on arrival. We coordinate your collection slot in advance.

Common questions about no-quarantine pet import to Singapore

Will my pet need to go into quarantine?

It depends on your origin country. Pets from Schedule I countries (Australia, New Zealand, Ireland, United Kingdom) do not go into quarantine at all. Pets from Schedule II countries (including the USA, Canada, Japan, Hong Kong and most of the EU) are not expected to need quarantine either, as long as the rabies titre test and other documents are in order and timed correctly. A 10-day home quarantine only applies to Schedule II pets owned less than 6 months.

What is the difference between Schedule I and Schedule II countries?

Schedule I is the simplest AVS import category: no rabies vaccination requirement, no titre test, and no quarantine. Schedule II countries require a rabies vaccination and a titre test (blood drawn at least 28 days after vaccination, results valid for a set window), but quarantine is not expected once those documents and the timing are correct.

Which countries fall under Schedule I or Schedule II?

Schedule I: Australia, New Zealand, Ireland, United Kingdom. Schedule II includes Austria, Belgium, Bermuda, Canada, Cayman Islands, Cyprus, Czech Republic, Denmark, and most of the rest of the EU. If your country isn’t Schedule I or II, it falls under Schedule III (this includes Malaysia), which has stricter requirements including mandatory quarantine.

How long does a Schedule I or Schedule II import take?

Schedule I pets can typically be ready to fly in 4–8 weeks, since there is no titre test to wait for. Schedule II pets need the rabies titre test result, so allow 3–5 months minimum from your first vet visit to travel date. We work backwards from your target move date to confirm what’s achievable.

Do I still need a licensed agent if there’s no quarantine?

Yes. Since 1 April 2026, every pet entering Singapore, regardless of schedule, must clear CAPQ through an AVS-recognised agent, and the import permit must be filed by a licensed agent on your behalf. No quarantine does not mean no paperwork. We handle the permit filing and CAPQ clearance slot for you either way.
