Combined with the vaccination and microchipping sequence that must come first, the minimum realistic preparation timeline from scratch is 8 to 10 months. Start late and your pet stays behind.

Why Japan's Rules Are Different

Most countries require a health certificate and a rabies vaccination. Japan requires both of those plus a specific vaccination sequence, a government-accredited titre test, and a 180-day enforced wait after the titre test. Miss any step or do them in the wrong order, and the clock resets.

The reason is Japan's rabies-free status. Japan has been free of indigenous dog-variant rabies for decades and its Animal Quarantine Service enforces these requirements to prevent reintroduction. There are no exemptions for pets from Singapore and no way to shorten the 180-day period.

Step 1: Microchip First (Before Any Vaccination)

Japan's rules are explicit: the microchip must be implanted before the first rabies vaccination. Vaccinations administered before microchipping are not accepted for Japan import purposes. This is a hard rule with no workaround.

The microchip must comply with ISO 11784/11785 standards (15-digit numeric code, 134.2 kHz frequency). Most Singapore-implanted chips meet this standard. Have the chip scanned at your vet to confirm it is readable and the number matches your pet's records.

Note on certain chip numbers: Japan's AQS has flagged specific chip number prefixes for investigation — including some starting with "9002" prefixes. Step 2: Rabies Vaccination Sequence

Japan requires two or more rabies vaccinations, administered in a specific sequence:

If your pet has prior rabies vaccinations from Singapore, they may be accepted as the first or second vaccination — but only if the microchip was implanted before those vaccinations were administered and the vaccination records document the chip number. Confirm with your veterinarian and Japan AQS before assuming prior records qualify.


Step 3: Rabies Antibody Titre Test

After the second vaccination, blood must be drawn for the rabies antibody titre test. The test must be conducted at a laboratory designated by Japan AQS.

If the result is below 0.5 IU/mL, you must re-vaccinate and retest. The 180-day clock does not start until you have a passing result from a designated lab.


Step 4: The 180-Day Wait

Your pet must arrive in Japan at least 180 days after the date of the titre test blood draw. This is not 180 days after the vaccination, the test result, or your departure date — it is 180 days from the date the blood was physically drawn.

If your pet arrives before 180 days have elapsed, Japan AQS detains the animal in a quarantine facility until the 180-day period is complete. You pay for every day of quarantine detention. The importer is responsible for all caretaking, feeding, and facility costs during detention.

How to count: If blood was drawn on 1 January, day 180 is 29 June. Your pet can arrive on 30 June at the earliest.


Step 5: Advance Notification to Japan AQS

You must notify Japan's Animal Quarantine Service at least 40 days before your pet's arrival in Japan. Notification is submitted via Japan's NACCS system or by email to the relevant AQS branch. Failure to notify 40 days in advance can result in your pet being refused entry or held.

Step 6: Singapore Export Licence and Health Certificate

While the Japan-side preparation runs, you also need the Singapore export documents.

Health Certificate

A Singapore-licensed private veterinarian examines your pet and completes the health certificate. Submit it to AVS for government endorsement before departure.

The Japan health certificate must document:

  • Pet's name, species, breed, sex, date of birth
  • 15-digit microchip number and implantation date
  • Rabies vaccination dates, vaccine product name, manufacturer, and batch number
  • Titre test date, result (IU/mL), and designated laboratory name
  • Clinical inspection confirming the pet is fit to travel, conducted within 10 days before departure

The health certificate must be government-endorsed by AVS. Japan AQS requires a government-issued certificate — a vet-only certificate is not sufficient.

Timing: The clinical examination must be within 10 days of departure from Singapore. Do not complete the vet examination earlier and attempt to use an older certificate — AQS will check the examination date.

Pets arriving from Singapore can only enter Japan through designated airports. For Singapore-to-Japan routes, the most common are:

Arrival Inspection and Quarantine

On arrival in Japan, your pet undergoes inspection by AQS officers. If all documents are in order and the 180-day period is complete, inspection takes approximately 12 hours and your pet is released the same day.

If any document is missing or does not meet requirements, your pet is detained in the AQS quarantine facility until the issue is resolved. Quarantine detention at Narita, Haneda, and Kansai has on-site care facilities — you pay all costs.

My pet already has a rabies vaccination from a Singapore vet. Does it count toward Japan's requirements? Possibly, if the microchip was implanted before that vaccination and the vaccination record documents the chip number. Japan requires vaccinations administered after microchipping.
